Cold-side failures are quieter. A grout line darkens, a baseboard never dries, wood flooring cups in one direction, a closet turns musty. A meter dial that refuses to settle with the house shut down confirms an active loss. No single sign locates the pipe. Water spreading beneath concrete follows the path of least resistance and surfaces where it can, occasionally a full room from the break.
The city wrote this into its building code. The 2024 Phoenix Building Construction Code, adopted by ordinance in June 2025 and effective that August, requires every post-tensioned slab on ground to be permanently stamped or marked in a conspicuous location. Entrance porches, the slab at a garage door and patio slabs are the examples the code itself offers. Its stated reasoning is direct. Many structures have been and continue to be built this way, and a tendon cut during the life of a building can seriously injure people nearby. The marking exists so a contractor knows to identify tendon positions before cutting or drilling. Go find that stamp before anyone quotes concrete work.
An unbonded tendon is a greased strand stressed against anchors after the concrete cures, and it stays loaded for as long as the house stands. Sawing or coring one releases that stored energy at once. It also removes compression the slab was designed to rely on, which is a structural change and squarely outside a plumber's scope. Cutting one is an engineering decision, made by whoever will carry responsibility for the foundation, informed by radar mapping of tendon positions and by the original slab drawings. The order that works is simple: locate the leak precisely, then find the steel, then decide.
Code section 1803.5.13 shows what the designers were worried about. A geotechnical investigation is required for structural post-tensioned slabs on ground, and the drawings must carry soil parameters, bearing value and depth, coefficient of subgrade friction, subgrade modulus, plus the expansive-soil values written as em and ym. Those last two exist because soils here change volume as moisture changes. Add caliche, which Arizona Cooperative Extension describes as soil particles cemented by calcium carbonate, appearing as loose lumps or as a solid layer from a few inches to several feet thick and restricting drainage. Copper bedded in subgrade that both swells and traps water, cycling hot several times a day, works against loads nobody designed it to carry.
Never chip an exploratory hole where the wet shows, because the wet is downstream of the break. Never rent a rotary hammer for a floor you have not proved is free of tendons. Avoid running hot water to watch whether the warm patch grows, since every gallon travels under the floor and into insulation and cabinet bases. Water approaching an outlet, a floor register or the panel is an urgent hazard, so stay clear of it. Close the main if you can reach it from dry ground, and stop before forcing a corroded stop valve hard enough to snap the stem.
Two honest options exist and they are not interchangeable. Penetration opens a window in the floor above the located point, replaces the failed section, tests it, then patches concrete and tries to match a floor finish that may no longer be manufactured. A reroute abandons the buried run and rebuilds it overhead or through walls, never touching tensioned steel, and lifts the pipe out of the ground that failed it. One failure in otherwise sound pipe can justify a spot repair. A second failure in the same line, a run under irreplaceable tile, or a tendon layout that leaves no clean window all argue for rerouting. Watch for the opposite pitch as well: a whole-house repipe proposed from a single located leak, with no evidence of thinning anywhere else and no record of earlier failures.
Isolate hot from cold, pressure-test each side independently with a gauge and watch for decay, listen along the floor with ground microphones, correlate two sensor positions, then push tracer gas into the drained section when acoustics stall on carpet or thick tile. Thermal imaging confirms the picture under a workable temperature differential. The point gets marked with measured offsets from two walls and photographed. Radar mapping and slab drawings follow if the answer is a penetration. Four things move the total: whether the pipe can be reached without lifting finished floor, whether one fitting or a rebuilt run is the answer, whether an engineer and a scan are needed first, and who restores tile, texture and paint afterward.

The Arizona Geological Survey says groundwater withdrawal can drive land subsidence and earth-fissure formation, and lists Maricopa County among counties that host earth fissures. It notes that fissures can damage utility lines, roads, and canals.
Why it matters: Ground movement is a reason to carefully evaluate a buried water-line route when testing points outside the house. It does not diagnose a fissure or establish the cause of a specific leak; the pipe still needs evidence-based detection at the property.

Phoenix’s 2025 Water Quality Report lists total hardness at 172–302 ppm, or 10–17.6 grains per gallon, and says hard water can cause scaling in pipes, water heaters, and plumbing fixtures.
Why it matters: Mineral scale is a useful condition to inspect in older copper and at fixtures when pressure or water-loss symptoms appear. It is not proof of a pinhole leak, so the technician still isolates and tests the affected system before recommending a repair.
